From the Sidewalk to Stability: Bruce’s Story

Bruce Watkins is a U.S. Army veteran who served from July 5, 1983, to March 1, 1985, stationed at Fort Lewis, Washington. After his time in the military, Bruce eventually faced housing instability and, in recent years, found himself living without permanent shelter in Central Florida.
Bruce became a client at SALT Outreach, where he was able to access the basic necessities that can be hard to come by when you’re unhoused, showers, laundry, clean clothes, and other daily essentials. “SALT was everything I needed, showers, laundry, clothes, from the top of my head to the bottom of my feet,” Bruce said. “They have been very, very good to me. They’ve made my life a lot easier while sleeping on the sidewalk.”
While using SALT’s services, Bruce crossed paths with Sam Carino, SALT’s Safety & Support Manager. Sam, a veteran himself, understands the unique challenges that can come with life after military service. During their conversations, Sam learned that Bruce had served in the Army, something Bruce doesn’t typically share.
Recognizing an opportunity, Sam began looking into veteran-specific resources for Bruce. In the process, he discovered that these services had actually been trying to locate Bruce since June 2024. Sam worked to reconnect Bruce with the right resources, ensuring he could access programs designed to support veterans in housing transitions.
Senior Case Manager Gina Ingrassia-Worobey joined in the effort, helping Bruce navigate the application process, collect the necessary documentation, and follow through with program requirements. Together, Sam and Gina provided steady guidance, ensuring no step was missed along the way.
The persistence paid off. Bruce was approved for housing and finally able to move off the streets. In his words:
“I have somewhere to stay, I’m not on the sidewalk anymore.”
But housing is just one part of Bruce’s next chapter. SALT is continuing to work closely with him through vocational rehabilitation programs, which will help him gain certifications in key skills and connect him with job opportunities. The goal is not only to help Bruce maintain stable housing but also to equip him for long-term independence.
Bruce’s story reflects the importance of connection and community. It took the right conversation, the right resources, and the right people to help open the door to a better future.
